To add, remove, replace, or alter any water, sewer, or recycled water improvements within the public right-of-way, City easement or City-owned property, an improvement plan shall be prepared under the direction of and signed by a Registered Civil Engineer, licensed by the State of California, and shall conform to the current Water, Sewer, and Recycled Water Design and Construction Manual. The improvement plans must be reviewed and approved by the City of Oceanside Water Utilities Department.
Typically, water, sewer, and recycled water improvements will be included on a development project’s grading and/or street improvement plans. However, If the applicant desires, or the Water Utilities Department requires a separate improvement plan for water, sewer, or recycled water improvements, then the applicant shall work through the Water Utilities Department rather than through Development Services:
Please be sure to complete a Unit Cost Estimate Improvement Plan (PDF) prior to beginning the application; you will be asked to upload the cost estimate at the end of the application.
Improvement plans may be submitted either electronically or as physical hard copies. Electronic submittal is preferred, and the option will appear at the end of the application in Step 3 to upload electronically. If choosing to drop off hard copies, 6 sets of plans will be required to distribute amongst plan reviewers. Physical hard copy plans can be dropped off at the Water Utilities Counter on the first floor of the City Hall South Building at the Oceanside Civic Center, 300 N Coast Hwy, 92054.

Once the application has been completed and all necessary documents are submitted and accepted, an invoice will be generated for the plan check fees and returned to the applicant with the completed and approved application. The plan check review will begin once the invoice has been paid. Please notify the Water Utilities Department at 760-435-5812 when the invoice has been paid to ensure the review process begins promptly.
NOTE: Improvements, grading, or any alterations to your private property or City right-of-way may trigger a need to get a permit from the City and to submit other types of plans or documents such as grading plan, landscaping plan, and Storm Water Mitigation. Please consult with Development Services Staff, and City Codes and Ordinances, before you start planning your project.
