Utility Relief Programs Home

There are a number of programs available currently that are aimed to assist utility customers with balances or past due amounts on their bills. Navigating these programs can seem intimidating at times, so we've created this resource with simple instructions and easy to follow steps to determine which programs you may be eligible for, what the available relief is, and how to apply.



County of San Diego Emergency Rent & Utilities Assistance Program

Who is Providing Relief: County of San Diego

Eligibility Requirements: Household income at or below 80% AMI; Must be a residential renter; Proof of financial hardship

Amount of Relief Available: Up to 100% of unpaid rental and/or utility debt since April 1, 2020;

SDG&E CARE & FERA Programs

Who is Providing Relief: San Diego Gas & Electric

Eligibility Requirements: Prior acceptance in one of several Public Assistance Programs; OR meet the income guidelines

Amount of Relief Available: 30% or 18% off of monthly utility bill

Low-Income Home Energy Assistance Program

Who is Providing Relief: Campesinos Unidos Inc (Using federal funds)

Eligibility Requirements: San Diego County Resident; Low-income household, not to exceed 60% of State Median Income Level

Amount of Relief Available: Utility bill balance, depending on income, household size, place of residence, and other factors

Where to Apply: Must call local provider at (619) 391-9790 (M/W only, 8-1130 or 1-3). Call state helpline for questions outside of those hours at (866) 675-6623

LANDLORDS - County of San Diego Emergency Rent & Utilities Assistance Program

Who is Providing Relief: County of San Diego

Eligibility Requirements: Verification of ownership; Rental Agreement or other supporting documents

Amount of Relief Available: Up to 100% of unpaid rental and/or utility debt since April 1, 2020;

Low-Income Household Water Assistance Program (LIHWAP)

Who is Providing Relief: Campesinos Unidos Inc. (Using federal funds)

Eligibility Requirements: Oceanside Resident; Low-income household, not to exceed 60% of State Median Income Level

Amount of Relief Available: One payment, up to $2,000 for current and past-due water and wastewater utility charges on bill.
