The Low-Income Household Water Assistance Program or LIHWAP is a program with the goal of providing financial assistance to low-income residents in Oceanside to help manage their residential water utility bills. The LIHWAP program is administered by the California Department of Community Services and Development, through Campesinos Unidos, a local service provider. The LIHWAP can provide one $2,000 payment for existing past due balances and current charges per one low-income household. Benefit amounts can cover past due balances, current charges, added fees, and taxes.


Eligibility Criteria

The eligibility requirements for the California LIHWAP Program include the following:

  • Must be a resident of Oceanside
  • Must be a low-income household – total household income must be less than 60% of the State Median Income OR a household member must be part of a California State Assistance Program such as CalWorks or CalFresh
  • Must have a past due balance on water and/or wastewater bill

Eligibility and total amount allocated are decided by the Local Service Provider, Campesinos Unidos.

How to Apply

Residents must apply through Oceanside’s Local Service Provider, Campesinos Unidos. To make an appointment, please call (619) 391 – 9790. The representative will do an initial phone screening and schedule you for an appointment.
