The City of Oceanside’s Franchise Service Provider, Waste Management, provides collection services for recycling, food scraps, and landfill material for all multifamily households (apartments, condos, and townhomes).   • As of January 1, 2022, any business or multi-family complex without food scraps recycling or commingled recycling services must set up services to ensure compliance with state and local law.

Property Owners, Managers, and Landlords:

Waste Management provides collection services for landfill, recycling, and organic streams.  Identify the bins in the image below, along with what goes in each one.  Make sure you have the correct bins at your property and they are right sized for success.

Resources Available:

The Zero Waste Technical Assistance Team can assist with right-sizing your services for potential cost savings, as well as provide free recycling starter kits while supplies last. Waste Management Contamination/Overload Monitoring Program

Starting August 2022, Waste Management drivers will be leaving “Oops Tags” on food scraps, recycling, and green waste bins if the driver sees more than 20% contamination.

Additionally, each account may receive up to two courtesy contamination notifications and two courtesy overload notifications each calendar year. Any contamination or overload occurrences after the second courtesy notification may be subject to a charge by Waste Management.  The fee amounts for contamination and overload fees are:

Contamination Charge Per Pickup for Dumpster (After 2 Warnings) - $69.52

Contamination Charge Per Pickup for Cart (After 2 Warnings) – $32.37

Overloaded Bin Per Pickup - $49.07

Technical Assistance

The City and Waste Management provide FREE technical assistance and training to all multi-family customers at no charge. This includes in person site visits, in person or virtual training, assistance with contamination mitigation, recycling and organic containers, and right-sizing for potential cost savings. For Residents:

Attention! Food Scraps Recycling service is now available for those living in apartments, town-homes and condos across Oceanside! The new container accepts separated food waste and food-soiled paper into its own brown bin.

Each apartment dweller in Oceanside received informational materials sent directly to you from Waste Management that includes a What Goes Where magnet/poster and a Multi-Family/Business Service Guide.

 
Participation is important to ensure this program is successful. It’s our goal to divert much of our organic waste from the landfill. You should have all three streams: Landfill, Recycling, and Food Scraps at your home.  Not sure what goes where?  Sorting is as easy as 1, 2, 3!  Learn how to recycle right today by learning how to sort in your own home. Use these three tips and resources to help you get started with the Food Scraps Recycling Program. 

1. Since you received informational materials in the mail from Waste Management, use the magnet and poster on the reverse side to familiarize yourself where everything goes and pass it along in your household.  Did you know food scraps include: meat, fish, bones, dairy, eggs, cheese, and shells along with fruit and vegetable peels and pits? Don’t forget about the paper too! Any food-soiled paper, towels, napkins, bags, and paper to-go packaging go in the brown bin.
 
2. Set up three cans and sort in your kitchen, one for each stream (recyclables, food scraps, and landfill). Use the poster on the reverse side and post nearby. 
 
3. Decide on your own how often to empty your food scraps kitchen container.  If you’re worried about keeping the brown bin clean, you can put your scraps into paper bags or clear plastic liners. Don’t forget, your greasy paper bag and burger wrapper goes into the food scraps container as well! When ready, toss in the correct outdoor bin and don’t overload the bin as the lid must close.

With all your food scraps and food soiled paper going into the new bin, you’ll start to notice your trash bag is shrinking!  What’s left in the trash should only be materials like squishy plastic food wrappers, foam take-out containers, single-use plastic utensils, sandwich baggies, and bathroom waste!

The City of Oceanside has a variety of resources available to dispose of and recycle materials that are too large or hazardous to place in our everyday trash and recycling receptacles.

Resources Available:

Call Before You Throw!: Up to five items beyond re-use, refurbishment, or repair can be collected three times each year.  Take advantage of this FREE large item and electronic waste service available for residents.  Make an appointment by calling Waste Management at (760)439-2824, then put items out on collection day, Waste Management picks them up & DONE!

Donation & Landfill Curbside Pick Ups:

The City of Oceanside and Waste Management hosts twice annual Donation Weeks for residents to donate reusable items curbside, preventing perfectly good materials from going to the landfill, all while benefiting the Oceanside Disabled American Veteran's Thrift Store. The City and Waste Management also hosts twice annual Landfill Weeks following Donation Weeks. When residents take advantage of these opportunities to dispose/donate their items it does not count towards their five free items three times a year, as referenced above in the Call Before You Throw flyer.
