Why is Construction Needed?

Construction is underway to build an advanced water purification project and expand the City of Oceanside’s existing recycled water system. Both projects originate at the San Luis Rey Water Reclamation Facility (SLRWRF). The advanced water purification project, called Pure Water Oceanside will purify recycled water from the SLRWRF to create a new, local source of high-quality drinking water. Simultaneously the city is also expanding its recycled water system. The two projects are being constructed at the same time to minimize impacts to the community. The goal of the recycled water expansion project is to support the city’s goal to supply half of the city’s water demands from local sources by 2030. Recycled water will be replacing drinking water used for landscape and crop irrigation with high quality recycled water generated from wastewater treated at SLRWRF. Learn more about recycled water.

What Work is Needed?

Construction includes building a new water purification facility, installing new water and recycled water pipelines under Douglas Drive, North River Road, Coco Palms Dr., and Rio Vista Dr., four wells in Coco Palms, one well in Alipaz Ct., and a new recycled water pipeline on El Camino Real to the City’s Fire Mountain Reservoir. Douglas Drive

Work on Douglas Dr. and North River Rd. is nearing the finish line! While you may not see large construction crews, there are several smaller portions of work that need to be complete. For safety reasons, the construction fencing around the bike paths needs to remain in place until crews are able to finalize their work. The east side of the bike path on Douglas Dr. is expected to open in August. As construction passes inspection, the City will begin final repaving and landscaping. 

Pala Road

Installation of the recycled water pipeline on Pala Road west of Coco Palms Rd. will begin the week of February 22, 2021.  The road will remain open both ways but will require lane closures. The Pure Water pipeline installation and testing is complete on Pala. Paving will be completed in full lane widths to provide a smooth even driving surface once completed. For areas where the pipeline was installed between two lanes, both lanes will be repaved.

Coco Palms Drive

July 2021 - There are two different kinds of wells being constructed along Coco Palms Dr. — injection and monitoring. The work involved for the both types of wells requires drilling, post drilling work, testing and installation of operational infrastructure. Mechanical and electrical infrastructure is being constructed in the injection well vaults.

 

COCO PALMS WORK PLANNED BEYOND PURE WATER
A second pipeline for recycled water will be installed after September 2021, an exact schedule is still being finalized. The temporary road patches will be replaced with a complete re-paving after all construction is complete.

ROAD & PEDESTRIAN ACCESS

Coco Palms Dr. will be closed through September of this year to allow the work to be safely completed. For your safety, please do not enter the construction area as it is an active work site.

El Camino Real

Work to install recycled water pipelines from Coco Palms Dr. under El Camino Real begins in March 2021 during daytime work hours 8 a.m. to 4 p.m. Nighttime work at Mesa Ave. and El Camino Real will begin on August 8, 2021 and take place from 7:30 p.m. to 5:30 a.m. to reduce commuter traffic impacts. After completing construction of the pipeline through the ECR/Mesa intersection, the recycled water pipeline will continue to be constructed on the southbound side of El Camino Real towards Oceanside Blvd during daytime hours. 

Cones will be set up to redirect traffic from closed lanes . Traffic delays are expected and alternative routes are suggested.

Construction on the recycled water portion of the project will occur in segments on El Camino Real until 2023.

Rio Vista Drive and Alipaz Court

To provide residents with updates on construction, the City of Oceanside has provided a general schedule below. Throughout the project and as more details become available, we will update the below schedule.

Injection Well Infrastructure: August – December 2021: Starting in August, crews will work to complete the remaining infrastructure work needed for the Pure Water Oceanside injection well on Alipaz Ct. This includes but is not limited to construction of an underground vault, mechanical and electrical infrastructure and landscaping. To ensure the safety of the public, there will be a fence installed on the street around the cul-de-sac and the sidewalk behind the well will be closed. Work on the underground vault at the end of the cul-de-sac is anticipated to begin first. While the City is working to expedite construction, the remaining infrastructure work may not appear continuous as there will be days of highly visible activity followed by days when small crews are working inside the vault or working off-site preparing for the next construction activity. Construction hours will be from 8 a.m. to 4 p.m. Monday through Friday.

Pure Water Oceanside Pipeline: August – December 2021: Pipeline installation work will begin at the end of Alipaz Ct., travel down Rio Vista Dr. and out to Pala Rd. and Douglas Dr. Construction hours will be from 8 a.m. to 4 p.m. Monday through Friday.

Is the River Bike Trail Open?

Yes. Access to the river bike path from Douglas Dr. is still available on the west side of Douglas. Please make sure you cross safely at the cross walk at Pala Rd. and Douglas to access the trail.

What is the Work Schedule?

Construction for the entire project is expected to be complete in 2022 with regular working hours occurring Monday through Friday, 7:30 a.m. to 4:30 p.m. Critical pipeline construction elements will require temporary extended worktimes to occur 12 hours a day, 6 days a week to complete the project on time. The injection and monitoring wells require construction 24-hours a day, seven days a week, which will occur for approximately 3 weeks.
