The Housing Choice Voucher (HCV) Program, formerly known as Section 8 Rental Assistance) is funded by the U.S. Department of Housing and Urban Development (HUD) and administered by the City of Oceanside Housing and Neighborhood Services Department. The HCV Program assists "very low" income families, senior citizens, and persons with disabilities to pay their rent. Participants are responsible for an affordable portion of their rent based on their income, and the remaining rent is paid directly to the rental owner by the Housing and Neighborhood Services Department.
The HCV participants are responsible for finding a suitable unit to rent and the rental owner is willing to participate in the program. The unit may be a house, townhouse, condominium, apartment, or mobile home. Before a you move into a unit, it must be inspected and meet HUD’s and the City's requirements of decent, safe, and sanitary housing.
As of January 1, 2020, under California law (Source of Income Protection) under Fair Employment and Housing Act), landlords and property owners cannot refuse to rent to someone, or otherwise discriminate against them, because they have a housing subsidy, such as a Section 8 Housing Choice Voucher, that helps them to afford their rent.

An Emergency Housing Voucher (EHV) is a permanent housing voucher available through the American Rescue Plan Act (ARPA) available to eligible individuals and families who are: 1) Homeless; 2) At risk of experiencing homelessness, 3) Fleeing or attempting to flee domestic violence, dating violence, sexual assault, or human trafficking, OR 4) Recently homeless or have a high risk of housing instability.
