Parking Citation Review
The City of Oceanside has contracted with a parking citation service provider. If you are unable to access the link below please contact us at 1-800-989-2058. You may also access your citation online by going to https://oceanside.citationinfo.com.
To Contest a Parking Citation (CVC 40215(a))
If you wish to contest a parking citation, you must submit a Request for Review within the time frame established by the California Vehicle Code. Late submissions will not be accepted.
- within 21 calendar days of the issuance of the Parking Citation OR
- within 14 calendar days of the notice date shown on the Notice of Parking Violation
A Request for Review may be submitted in one of the following ways:
- Online: Contest your Parking Citation An email will be send acknowledging the receipt of your submission.
- In Writing by sending a written explanation which includes your name, address, and phone number, describing your reason for contesting the citation. Send all applicable documentation (documents will not be returned) and a copy of the citation to: City of Oceanside, C/O Citation Processing Center, PO Box 10479, Newport Beach, CA 92658-0479. Sending your request via certified mail will ensure that you have a proof of mailing. The City is not responsible for documentation lost in the mail.
- In Person by completing a Request for Review form and submitting any applicable documents (documents will not be returned) at our office located at Oceanside City Hall- East Building, 300 North Coast Highway Oceanside CA 92054. A written response will be mailed 4-6 weeks after submittal.
- By Phone by calling (760) 435-3890 and request a Request for Review form be mailed to you.
Upon submission of your Request for Review the citation will be placed on hold. Collection activity will cease and late penalties will not be assessed. Please allow 4-6 weeks for processing.
The person contesting the citation will receive a written response by mail informing them of the adjudicator's decision. The written response for an upheld citation will include information and deadlines to request a hearing with a third-party adjudicator. Payment of the citation is required before proceeding to a hearing. If the third-party adjudicator dismisses the citation a refund will be issued.
Preparing your Review
Before submitting your review ensure it includes a written statement of facts and include any documents and/or photographs that support your statement.
Common Request for Review Supporting Documentation
Current Registration Not Displayed: verify the registration sticker of the vehicle’s current registered year is displayed on your vehicle’s license plate. Provide an image of current/unexpired vehicle registration for review. Receipt of paid registration or incomplete registration does not quality as a valid registration
Expired Registration: provide an image of current complete vehicle registration for review. Receipt of paid registration or incomplete registration does not quality as a valid registration.
Fail to Display Receipt: provide an image of permit/receipt identifying lot #, date/time purchase, and expiration. Bank/credit card statements are not sufficient proof of permit purchase.
Sold Vehicle: provide copy of the completed Release of Liability filed with the DMV.
Disabled Person Meter Violation/Expired Meter (no placard displayed): provide images of all of the following; 1) current disabled placard, 2) DMV placard receipt, and 3) government issued photo ID. Failure to provide all three images will result in violation being upheld.
Handicap Zone/Blocking Handicap Zone (no placard displayed): provide [DM1]images of all of the following; 1) current disabled placard, 2) DMV placard receipt, and 3) government issued photo ID. Failure to provide all three images will result in violation being upheld.
Indigent (Low-Income) Payment Plan Information
CVC 40220 allows for installment payments to qualifying low-income individuals who apply within 120 days from the issuance of a notice of parking violation or within 10 days after an administrative hearing determination, whichever is later.
