During COVID-19: The Planning Division is still conducting business, and we encourage you to pursue your project to help the economy. The Planning Division lobby is currently open, but due to the current County Health Orders regarding COVID-19 you are encouraged to conduct business with the Planning Division by email or phone, including submitting documents digitally. We hope everyone is staying safe.

The Planning Division is accepting electronic submittals of entitlement applications (e.g. Development Plans, Coastal Permits, Conditional Use Permits, Tentative Parcel Maps, et.) by appointment only. If you cannot submit documents electronically, you may submit hardcopies. Please email PlanningStaff@oceansideca.org to confirm the appropriate entitlement type(s) for your project and to request a submittal appointment. The appropriate online application link will be emailed to you to begin the submittal process.

Relaxed Business Regulations: The City's Temporary Outdoor Permit Program has been established to ensure businesses have the flexibility needed to operate successfully though later phases of the COVID-19 recovery process. The Division promotes innovative and responsible land use planning, encouraging development opportunities to achieve Oceanside's physical, environmental, social, economic, cultural and safety goals.

Planning Division Responsibilities

The Planning Division serves the community by providing balanced, professional recommendations to the public and City decision makers as they define, shape and implement Oceanside's vision.

The Division is responsible for land use planning under the auspices of federal, state, regional and local laws, ordinances and City policies.

Primary Planning Services

Staff encourages public participation and welcomes community input on all aspects of their planning service functions.

Long Range Policy Planning

  • Adoption of Local Policies (e.g. General Plan, Local Coastal Program)  
  • Coordination of Regional Policies (e.g. Multiple Habitat Conservation Plan - MHCP, SANDAG Regional Growth Forecasts)

Project Development Processing

  • Review of discretionary and ministerial land use and development proposals for compliance with adopted policies and ordinances (General Plan, Local Coastal Plan etc.)
  • Project Compliance Review

Environmental Review - CEQA

  • Capital Improvement Projects (Support)
  • Public Information/Customer Service
