Does any of this mean large-format, or traditional cellular towers can be installed anywhere?

No. The recent FCC regulations generally apply to small cells. The City’s existing municipal code, Article 39A, https://www.ci.oceanside.ca.us/civicax/filebank/blobdload.aspx?BlobID=26047, still governs these traditional towers.
