Why are these devices deployed in residential areas?

In September 2018, the FCC issued a “Declaratory Ruling and Third Report and Order” titled “Accelerating Wireless Broadband Deployment by Removing Barriers to Infrastructure Investment”, which introduced new rules that limit the ability of cities, such as Oceanside, to control where small cells may be installed and operated. Small cells are expected to provide the speeds consumers require for the applications and technologies they use every day, which make it a potential alternative and competing solution to traditional means of wired communication, such as cable, fiber and DSL typically found in residential areas.
